Self-Employed Persons Program
This program is designed by Employment and Social Development Canada for those who have experience in cultural activities or athletics and are willing to make a significant contribution to the cultural or athletic life of Canada. The cultural and athletic backdrop of Canada can always benefit from those who are willing to contribute, but the program has a number of stipulations as to who does and doesn’t qualify.
The Self-Employed Person program allows people to permanently immigrate to Canada as self-employed persons if they have experience in cultural activities or athletics. Candidates are evaluated by Employment and Social Development Canada based on their experience, and their cultural or athletic contributions will play a role in whether or not they will be accepted through the program.
“Relevant” experience means at least two years of experience during the 5 years before the day you apply. Applicants will be assessed based on experience, education, age, language abilities, and adaptability.

Just like other programs, this is a program based on a point system that assigns points to each category. The maximum possible score is 100 points, however, the minimum you may receive is 35 points.
Who Qualifies As A Self-Employed Person?
An evaluation by a visa processing officer will begin with a demand for relevant experience. This is the first component of the definition of the “self-employed persons” class that Canadian immigration law has established. According to the Canadian Government Immigration and Refugee Protection Regulations (SOR/2002-227) Section 88 (1):
- Self-employed persons refer to a foreign national with relevant experience, as well as the intention of contributing to specific economic activities in Canada.
- Relevant experience means a minimum of two years of experience within the last five years.
- This experience can be either through self-employment, or participation at a world-class level, or a combination of the two.
In other words, people looking to qualify as self-employed persons must have two years of relevant experience being self-employed in cultural activities or athletic activities. These two years of experience can include self-employment activities, world-class participation, or a combination of the two.
You must also undergo a medical examination and obtain police clearance for you and your family members. Additionally, you need to demonstrate that you will be able to support your family once you arrive in Canada. These factors will be scored along with the other considerations to determine whether or not you qualify for the self-employed person program.
The cutoff score for the self-employed class is 35. Therefore, it is crucial and beneficial that you conduct a detailed and in-depth evaluation before submitting an application under this category. This is especially true in light of the non-refundable nature of processing fees, which apply even if your application is rejected.
As a result, anyone applying for a permanent resident visa under the SEPP must provide documentation to support their claim of self-employment. For instance, depending on the circumstance, contracts, invoices or receipts, sales reports, financial statements, tax filings, portfolios of work, reference letters, awards, and other documentation related to other visual artists or cultural persons.
